`sync` publishes SHA-bound collection control, sealed receipts, events, and a
payload-free checkpoint marker last. Checkpoint import can merge receipt metadata
and lineage; it does not establish that payload objects are remotely available.
Failed attempts appear only in local `browse --failed`; they are not remotely
published or imported.
